Why don't Toronto build housing on top of the Eglinton Maintenance & Storage Facility at Mount Dennis like many Chinese cities do? It's a waste of land!
In the past Chinese yards don't have covers, I agree. But in recent years more than half of the new yards in China have covers, especially in big cities where land is valuable. I believe if you go to Mr. JR's blog and randomly pick up 5 new lines he has introduced in the past 5 years, at least 3 yards of which will have covers!

Its expensive and we aren't good at this stuff.
To be fair plenty of yards in China don't have anything over them, its hardly the norm.
